Pursuant to Item V-A, Part 1 of the 2021 AMLC Registration and Reporting Guidelines (ARRG), 29 December 2025 and 02 January 2026 are declared as non-reporting days and are excluded in the counting of the prescribed reporting period. Covered Persons (CPs) are hereby advised that under Item 5.2 (c) of the GoTRACS, transition to Format X must be completed from 02 January 2026 to 02 January 2028. Notably, there are specific low-risk transactions enumerated under the ARGG that were eventually excluded under the GoTRACS, and therefore the reporting thereof shall no longer be deferred.
On this note, CPs are hereby guided, as follows:
Reporting Format:
CPs may continue using Format 1 applying the appropriate transaction codes under the ARRG within and during the transition period;
If, at anytime within the transition period, the CP is able to complete its transition to Format X, such format and the applicable transaction codes under the GoTRACS must be used, accordingly; and,
From 03 January 2028, transition and use of Format X and the applicable transaction codes under the GoTRACS is mandatory.
Requirements for reporting using Format 1:
The appropriate transaction code shall be selected in accordance with the 2021 AMLC Registration and Reporting Guidelines (ARRG); and,
Relevant information on the nature and purpose of the transaction shall be provided under Data Field D-10.
Transition to Format X:
CPs are not required to notify the Anti-Money Laundering Council Secretariat, whether by email, phone call, or any other means, of their transition from Reporting Format 1 to Format X.
CPs must ensure that reporting remains complete, accurate, and timely during the transition period and are advised to adopt Format X as soon as their systems are ready.
CPs are advised to refer to the GoTRACS and other applicable AMLC issuances published on the AMLC website for detailed requirements and further guidance.
